I live with my friend in a private student dorm in Hamburg (2 rooms apartment), yesterday at night in one of the 2 rooms I heard some strange sounds in the ceiling so I approached the source of sounds to inspect what is going on, and suddenly a part of ceiling fell down nearly over my head and fell all over my stuff (TV…) with no serious damages (I did not touch anything it all happened spontaneously).
We were terrified so we went to the concierge office (Hausmeister) and no one was there so we found his phone number and called him at he told us he was at home, due to the language barrier between us (we don’t speak German very well) I sent him directly the photos by WhatsApp, after 10 minutes or so, the manager of the agency which we signed the contract with called us to apologize and told us that he will call the apartments owner and they will fix everything today morning, but no one came all day, so I called him to ask about what is going on and he told me that the Hausmeister will come and take away the fallen ceiling from the room, and they will repair the problem “ab Freitag” with no clear date or anything.
That is why I need some legal advice about what could I do in this situation because we are not familiar with the German law . And especially because we are very scared of what could happen more on our health and our stuff. (we are afraid if the rest of the ceiling will fall etc..)

you should make sure that the actual landlord (see contract, not only the Hausmeister or real estate agency) knows about the issue.

You may be entitled to reduce the rent to some percentage for the time you cannot use the appartment.

However, at the moment the room seems to be usable after cleaning up on the floor.

Just because of the ceiling not looking nice I would not take the risk to reduce the rent and receiving a termination of the contract because of reducing it too much.

You may tap gently on the rest of the ceiling or show a person who knows about building structure if there seems to be any risk of the rest falling on you while sleeping.

In case there is some risk, make sure to let the landlord know in a provable manner and tell him that reduce the rent according to the percentage of the space you cannot use because the ceiling may fall on you.

Tell him that you need to know at once, whether you can sleep in the room safely.

This may speed things up a bit.
