There must be other circumstances.
Furthermore, your question is very abstract. Placement in a mental institution is regulated in Germany by § 63 StGB. Therefore, there must be far-reaching circumstances so that this is ordered.
To your concrete question:It is not easy and not the rule that people convicted of stalking and similar offences are placed in mental institutions in Germany.
